Dr. Matt Sherwood serves as the inaugural Commissioner of the College Football Governance Council, bringing more than 20 years of regulatory and compliance leadership across higher education, collegiate athletics, and institutional governance.

A former college football player at Liberty University (Class of 2005), Dr. Sherwood combines firsthand competitive experience with deep expertise in organizational design, enforcement frameworks, and compliance infrastructure. His career spans academic administration, regulatory program development, and institutional leadership — a background that positions him to lead the first independent governance body purpose-built for FBS college football.

As Commissioner, Dr. Sherwood oversees all enforcement operations, member relations, and strategic development for the CFGC. He is responsible for establishing the organization's investigative standards, adjudicative processes, and institutional partnerships that form the foundation of college football's new self-regulatory model.

Andrew DeVito

Chief Compliance Officer

Andrew DeVito serves as the Chief Compliance Officer of the College Football Governance Council, where he oversees the organization's compliance program, manages the enforcement team, and serves as the primary liaison to the NCAA Enforcement Division and the College Sports Commission.

Mr. DeVito brings a 21-year career in the United States Army, where he served in leadership and governance, risk, and compliance (GRC) roles across some of the most demanding operational environments in the world — including four combat tours. His military career was defined by institutional accountability, regulatory discipline, and the ability to design and execute compliance frameworks under pressure.

Following his military service, Mr. DeVito transitioned into the private sector, serving in senior compliance and operational leadership roles for FINRA and SEC regulated businesses. As both Chief Operating Officer and Chief Compliance Officer, he led enterprise-wide regulatory programs, managed enforcement responses, and built compliance infrastructure from the ground up.

At CFGC, Mr. DeVito is responsible for building the investigative methodology, training the enforcement team, and ensuring that every action taken by the Council meets the highest standards of procedural fairness, evidentiary rigor, and institutional credibility.
