The Council's work is organized across five domains. Each one is a governance need no single conference or institution can meet alone. Work in a domain begins for a conference or institution when that office joins by written agreement.

Each operational domain reflects a specific governance need identified through analysis of existing institutional gaps, stakeholder input, and the structural limitations of current oversight bodies. The CFGC does not duplicate existing authority — it fills the spaces where no authority currently operates.

NIL Governance & Monitoring

Comprehensive oversight of Name, Image, and Likeness activities across all member institutions and conferences.

  • Standards and monitoring for NIL activity among participating members
  • Fair-market analysis to flag agreements that do not look like comparable market deals
  • Collective and associated-entity reporting among members that have agreed to it
  • Complaint intake from participating conferences and institutions
  • Referral of any question that belongs to the College Sports Commission, rather than a second review of that question

Coaching Transition Enforcement

Uniform standards and monitoring for coaching changes across conference boundaries.

  • Consequences, when a member has agreed to them, are limited to tools that member can already lawfully use. Specific dollar schedules are not published as a standing public tariff.

A seven-stage enforcement process designed for speed, fairness, and institutional credibility.

  • A staged process from intake through investigation, hearing, and appeal, used only where a membership agreement has granted that authority. Hearing is separate from investigation. Consequences run to the member, not to a student-athlete.
