Statement
College Football Governance Council
On National Rules and the Work of Enforcement
The College Football Governance Council (CFGC) supports a single, enforceable standard for Football Bowl Subdivision college football. Eligibility, the transfer portal, name, image, and likeness, recruitment, and coaching transitions cannot mean one thing in one conference and another thing the next Saturday. That is the object of the bipartisan Protect College Sports Act now before Congress. The Council does not endorse the bill section by section. It does hold that a national rule without a place to apply it leaves the sport where it is.
Statute and Administration
A statute can set a floor, but administration is a different problem. The conferences and the College Sports Commission already carry parts of this work, and the NCAA remains the association of record for much of the rest. None of that is a reason to treat a printed bill as a finished system.
The Council was organized as a membership venue for FBS conferences and institutions that want an independent place to write and apply common football rules. That work is complementary to the NCAA and the College Sports Commission and is not a substitute for either.
Membership and Authority
The College Football Governance Council is a 501(c)(6) nonprofit trade association. It is not the designated administrator of any legislation, and it does not speak for offices that have not joined. Representation follows membership.
The Council exists so that conferences and institutions have a place to apply a common standard across FBS football if they choose to use it. That choice, and the work that follows it, cannot be performed by statute.
A national rule without a place to apply it leaves the sport where it is.
